一是锚定一个目标，扛牢防御天职。将山洪灾害防御作为义不容辞的政治责任，将确保人民群众生命安全作为根本目标和判别各项工作是否到位的唯一标准。
二是狠抓两项措施，夯实防御基础。统筹山洪灾害防治非工程措施与工程措施，全面排查整治山洪风险隐患，高效有序推进增发国债山洪沟防洪治理，持续夯实山洪灾害防御基础。
